Raid and Veteran Tier Demotion

Expectations
Raid and Veteran Tier members (RTM) will perform that class/spec's role at an acceptable level. If a RTM is unable to do that regularly then a warning will be given. A time will be provided to allow that RTM to improve, or show improvement. At the end of the period the RTM in question will be re evaluated. If No improvement, or not enough that RTM risks Demotion.
DPS - Damage output at least 85% of the adjusted average DPS in a raid. Adjusted average will be determined by removing the two highest and two lowest damage totals and averaging the rest.
TANKING - Fully capable of fulfilling the tanking assignments given. This includes but is not limited to threat generation, target pickup, and communication.
HEALING - Fully capable of keeping their assigned targets alive without unnecessary assistance from other healers.
If a RTM has any raid "support" expectations (For example a Shaman with Totems) they are expected to use those abilities regularly and correctly without needing to be reminded.
Everyone has off nights, and a single raid where expectations aren't met will not necessarily result in review. However, consistently under-performing will be investigated.
Officers are of course subject to these same expectations.
Process
1. The Investigation
There are two ways that a member will be put up for review.
A) Officer Review - The two RMOs recommend that they be reviewed.
B) Peer Review - Three or more RTMs independently bring up concerns about a RTM.
RTM's that have been "Red Flagged" for poor performance will be investigated. /combatlog's and other tools will be used to determine whether action is required. The RTM in question will be asked to submit a personal combat log to minimize error. A discussion will be held in the officer forums to determine what is causing the performance issue and what can be done by the RTM to remedy the situation.
2. The Decision
When a decision is made that the RTM in question needs to be given a warning. An Officer with related raid role experience (DPS, Tank, Healer) will converse with that person and provide advice. Examples: Gear, Play Style, Talent spec.
3. The Warning
The RTM has between one and three months to improve performance, based on certain factor at the officer's discretion. For example, if there is a gear issue, the three month timeframe would be appropriate.
The RTM will be notified that they have the above time noted to improve their performance. If acceptable performance is not achieved or acceptable improvement is not shown by the end of the period given then DEMOTION may be required.
4. Re-evaluation
This is much like step one. Feedback is welcomed from the RTM, and the same tools will be used. A discussion will be held in the officer forums to determine the progress of improvement.
5. The Vote
A vote will be posted in the Officer forums after final evaluation results. The vote will run for 5 days.

"Yes No"
EVERY OFFICER IS REQUIRED TO VOTE. To be demoted there must be no more than a single dissenting voice. Currently with 5 officers, this means 4 of them would have to vote in favor for the demotion to occur.
In the event than an Officer themselves is the subject of a vote, they will not participate in the vote.
6. Final Action
If the vote is in favor of demotion, the Recruitment/Membership Officer will inform the RTM of the decision and demote them to member tier.
If the vote is not in favor of demotion, the Recruitment/Membership Officer will inform the RTM of the results of the evaluation.
